<p>The Houston Texans will hold on to free agent wide receiver <a href="http://www.rotoworld.com/content/playerpages/player_main.aspx?sport=NFL&amp;id=4239">Jacoby Jones</a>.</p>
<p>John McClain of the <em>Houston Chronicle</em> reports that Jones <a href="http://www.chron.com/disp/story.mpl/sports/fb/texansfront/7671070.html">agreed to a three-year contract worth $10.5 million, with $3.5 million guaranteed</a>. Jones, the Texans’ No. 3 receiver, had 51 catches for 562 yards last season.</p>
<p>The Texans will also re-sign offensive tackle <a href="http://www.rotoworld.com/content/playerpages/player_main.aspx?sport=NFL&amp;id=3723">Rashad Butler</a>, agreeing to a two-year deal worth $3.8 million, with a $1.25 million signing bonus. Butler was a backup last season but started four games while <a href="http://www.rotoworld.com/content/playerpages/player_main.aspx?sport=NFL&amp;id=4852">Duane Brown</a> was suspended.</p>
<p>The next priority for the Texans is to re-sign fullback <a href="http://www.rotoworld.com/content/playerpages/player_main.aspx?sport=NFL&amp;id=3078">Vonta Leach</a>. <p>Precinct 2 Deputy Constable Corporal Lewis Jefferson was patrolling on the Fort Bend County Toll Road, Tuesday, June 28, around 4:15 p.m. While he was driving he observed a vehicle that appeared to be a toll road violator that was listed in the reports distributed to deputies assigned to patrol the toll road. So Deputy Jefferson stopped the violator. Initially, Deputy Jefferson did not realize that he had just bagged the # 1 toll road violator in Fort Bend County.</p>
<p>Jefferson arrested the violator who has been identified as Timothy Handy. He reportedly owes Fort Bend Co. Toll Road Authority $4,180.85 and Harris Co.Toll Road Authority $5,787.50. When Handy was  asked how this could have happened, he replied, “I was going to pay, just too lazy to stop.”</p>
<p>Precinct 2 Constable Ruben Davis said, “Deputy Jefferson’s arrest sends a clear message reminding people that they must have a valid account to use the toll roads, and there are consequences if you deliberately refuse to pay the tolls and keep using the roads”.</p>

<p>A teenager who reported for jury duty but got confused where he was supposed to go and then sat in the wrong place for two hours was arrested and shackled after he asked a court officer for help, <a href="http://www.khou.com/news/Jury-Duty-Arrest-126742218.html" target="_blank">KHOU-TV (Channel 11) is reporting:</a></p>
<p>Christian Daniels … was charged for failing to show up for jury duty.</p>
<p>“I don’t think it’s fair that I was treated the way I was,” said the 19-year-old from north Houston.</p>
<p>A judge later dismissed the case.</p>

<p>Since the inception of the National Organization of Black Law Enforcement Executives (NOBLE), it has enjoyed an excellent reputation in law enforcement training.  NOBLE recognized a need for a youth component to the annual conference.  The organization wanted to add an educational component to the youth activities during the annual conferences, as well as enhance its long standing devotion to community.  To that end, the NOBLE Youth Leadership Conference was developed.  The program’s goal was to capitalize on the same training concepts that made the annual NOBLE conferences successful, such as quality speakers and offering timely and relevant subject matter related to law enforcement issues.  The youth leadership conference was developed to offer an expanded and robust schedule to the youth activities.  The participants not only include the offspring of NOBLE conference registrants, but young people who reside in the communities in and around the conference location.  The target age of the NOBLE Youth program is 13-18.</p>
<p>The NOBLE Youth Program, since 2002, has touched the lives of young people inTampa,Florida;Tulsa,Oklahoma;Dallas,Texas;Atlanta,Georgia;Cincinnati,Ohio;Fort Lauderdale,Florida;New York,New York; Norfolk,Virginia;  andBaltimore,Maryland.</p>

<p>At the conferences, the youth participants develop projects to be initiated in their communities.  The participants gain an understanding of leadership ideals and practices, and learn the nature and purpose of leadership through community service and project development.</p>
<p>&nbsp;</p>
<p>In 2006, Hill Harper, actor and author, was ushered in as the NOBLE Youth Program’s first Honorary Chairperson.  Mr. Harper was in attendance at the conference and spoke to the youth participants about his career and his book, Letters to a Young Brother: MANifest Your Destiny.  The 6<sup>th</sup> Annual NOBLE Youth Leadership Conference was held inFort Lauderdale,Florida in July 2007, where Seth Gilliam from HBO’s The Wire and Law and Order: Criminal Intent served as the 2007 NOBLE Youth Honorary Chairperson.  Mr. Gilliam discussed his upcoming acting roles and the overall strategy of his acting career.   In 2008, TV One Makeover Manor’s Life Coach Dee Marshall served as the Honorary Chairperson inNew York City.  In July 2009, Omarosa Manigault Stallworth was the Honorary Chairperson in Norfolk, Virginia.  In 2010, actor, writer, and producer, Harry Lennix graciously served as the conference Honorary Chairperson in Baltimore, Maryland.</p>

<p><strong>The Law and You</strong></p>
<p>NOBLE developed the Law and You: Guidelines for Interacting with Law Enforcement Officials.  This nationally recognized training for young people was designed to improve their communication with law enforcement officers.</p>

<p><strong>The Annual NOBLE Youth Leadership Conference</strong> </p>
<p>The NOBLE Youth Program convenes an annual youth leadership conference in conjunction with NOBLE&#8217;s annual national training of law enforcement executives.  The concept of the annual youth conference was born out of a need to affect change in young people and to enhance community relationships between youth and public safety organizations by increasing awareness, appreciation, and career interest in public safety.  In addition, the conference was instituted to educate youth on how to meet challenges and develop leadership skills through an exciting action-oriented curriculum.</p>

<p>The leadership conference aims to expose youth to the many critical issues faced by law enforcement in combating crime and promoting public safety, while introducing youth to ways to prepare themselves for successful leadership roles.  The conference is utilized as a mechanism through which young people can learn skills common to effective leaders.  The NOBLE Youth Program believes that young people who have the desire to be leaders can excel if given a chance with exposure to skills and concepts.  During this conference, participants learn to assess their strengths and weaknesses, develop strategic plans, set goals and communicate effectively to build networks.</p>

<p>At the leadership conference, youth leaders learn how to process decisions more effectively.  While learning about cutting edge technology, youth leaders are educated on its safe utilization.  The leadership conference increase the capabilities of youth in moving towards the future, as well as serving as an interceptor to issues detrimental to youth development.  The participants are engaged in workshops such as:</p>

<p>The NOBLE Youth Leadership Conference utilizes a non-competitive application process, which includes submission of an essay.  Young people are assured a slot in the leadership conference as funding is available.  The conclusion of an essay in the application process emphasizes the importance of writing skills, which is an avenue to better grades and academic achievement.  NOBLE ensures participants are exercising their writing skills in preparation for the SAT, as well as for the college and scholarship application process.  In order to recruit young people to participate in the conference, NOBLE has cultivated relationships with numerous youth oriented national programs throughout the country.</p>

<p><strong>NOBLE Youth Town Hall Forums</strong></p>
<p>Held throughout the country, NOBLE convenes Youth Town Hall Forums for the purpose of generating relevant discussions led by youth.  These forums have given NOBLE and opportunity to hear the challenges and concerns from young people.  As a result of these town hall forums, solutions are developed and implemented by NOBLE through its various chapters.</p>
